Position Summary

The Fleet Personnel Officer is responsible for managing and coordinating all personnel-related activities for U.S. Fleet Mariners. This role ensures mariner compliance with regulatory and company requirements, oversees payroll and travel logistics, supports recruitment and scheduling activities, and serves as a key liaison between mariners, unions, and internal stakeholders. The position plays a critical role in maintaining operational efficiency, regulatory compliance, and mariner welfare.

Key Responsibilities

Personnel Administration & Compliance

  • Manage R&A processes and associated documentation

  • Administer sickness records and related communications

  • Ensure mariner compliance with U.S. Coast Guard (USCG) credentialing, endorsements, certifications, and application requirements

  • Create drug testing and cargo letters required for license renewals

  • Serve as backup SASH contact

  • Respond to legal, regulatory, and compliance data requests

Payroll & Benefits Administration

  • Oversee U.S. Fleet payroll processing in Workday

  • Input U.S. Fleet payroll data (Pre-Time Administration)

  • Administer bi-weekly payroll and reimbursements for mariners

  • Implement annual salary administration in accordance with applicable CBAs

  • Process GO-440 educational reimbursement requests

Crew Scheduling & Operations Support

  • Schedule U.S. mariners and manage assignments to ensure SIRE COI compliance

  • Coordinate U.S. and rotational travel logistics for mariners

  • Facilitate daily VMT communications related to crew changes, travel, and operational issues

  • Coordinate U.S. cadet scheduling

Recruitment & Staffing

  • Manage the full recruitment lifecycle, including job postings, interviewing, union solicitation, and hiring coordination

  • Schedule and coordinate medical appointments (new hire, annual, and return-to-work)

Financial & Systems Management

  • Manage U.S. Fleet personnel costs and budget control

  • Coordinate with NMM COMPAS

  • Oversee administration and ongoing management of the COMPAS system

Stakeholder & Union Engagement

  • Act as a primary point of contact for unions on personnel-related matters

  • Collaborate with Learning and Fleet Operations teams on strategic workforce and development initiatives

Required Qualifications

  • Experience with personnel administration, fleet operations, or a related maritime personnel role

  • Working knowledge of collective bargaining agreements (CBAs) and union-represented environments

  • Experience managing crew scheduling and rotational workforce models

  • Familiarity with USCG credentialing, mariner licensing, and compliance requirements

  • Experience coordinating domestic and rotational travel logistics

  • Strong understanding of HR compliance, data privacy, and recordkeeping requirements

  • Proficiency with HR systems and workforce management tools (e.g., COMPAS or similar systems)

  • Strong organizational skills with the ability to manage multiple priorities in a fast-paced operational environment

  • Excellent written and verbal communication skills

Preferred Qualifications

  • Maritime industry experience supporting licensed mariners

  • Experience working directly with maritime unions

  • Budget management or cost control experience in a fleet or operations environment
