Role: Learning Program Manager

Role Summary

The Learning Program Manageris responsible forleading the planning, governance, and delivery of enterpriseand technicallearning programs forChevronemployees. This role focuses on programdevelopment andmanagement, stakeholder alignment, and continuous improvement to ensure learning initiatives are delivered at scale with measurable business impact.

The role partners closely with Talent Development, HR Operations, HR Business Partners,Project Management Office (PMO), and business leaders to translate learning strategyand plansinto wellgoverned, outcomedriven programs,leveragingdigital learning platforms anddatadriveninsights.

Key Responsibilities – Learning Program & Project Management

  • Lead end-to-end program management for enterpriseand technicallearning initiatives, including scope definition, planningand sourcing, execution, and continuous improvement.

  • Own and manage the learning program roadmap, ensuring alignment with business priorities, workforce capability needs, and ENGINE strategicobjectives.

  • Govern learning programs delivered through digital platforms (e.g., LMS,iLearnpathways), ensuring alignment torolebased, capability, and compliance requirements.Astrong aspect of the governance will be reporting and metric measurement

  • Partner with Learning COEs and program owners to design, launch, and scale leadership, technical, and professional learning programs.

  • Establish andmaintainprogram governance frameworks, operating models, and success measures across regions and business units.

  • Manage dependencies and issues across multiple learning initiatives, ensuringtimelyescalation and resolution.

  • Apply project and program management best practices to ensure learning initiatives are delivered on schedule, within scope, and with high stakeholder satisfaction.

  • Use qualitative and quantitative insights to assess learning program effectiveness and inform continuous improvement.

  • Champion innovation and continuous improvement byidentifyingopportunities to enhance learning impact, learner experience, and delivery effectiveness.

Stakeholder, PMO & Vendor Management

  • Act as a strategic partner to business leaders, HRBPs, Talent Development teams, and ENGINE stakeholders on enterprise learning programs.

  • Collaborate closely with the PMO to align learning initiatives with broader enterprise programs, milestones, and governance standards.

  • Lead engagement with external vendors and partners supporting learning solutions or technologies, ensuring delivery quality, milestone adherence, and value realization.

  • Drive clear, consistent communication with stakeholders, providing regular updates on program status and outcomes.

Governance, Reporting & Insights

  • Define program governance, success criteria, and KPIs for enterprise learning initiatives.

  • Track and report learning program performance using dashboards and analytics (e.g., Power BI, LMS reporting).

  • Providedatadriveninsights and recommendations to senior HR and business leaders.

  • Ensure learning programs adhere to internal HR policies, data privacy standards, and audit requirements.

Required Experience & Qualifications

  • 10+ years of experience leading enterprise learning programs, HR programs, or largescale initiatives in a matrixed organization.

  • Strong experience applying program and project management methodologies to learning or HR initiatives.

  • Proven ability to manage complex stakeholder environments and influence across functions.

  • Experience working with digital learning ecosystems (LMS, learning pathways, analytics) from a program governance perspective.

  • Demonstrated experience in vendor management andcrossfunctionaldelivery.

  • Bachelor’s degreerequired; master’s degree in HR, Learning & Development, Business Administration, or Project ManagementorTechnical backgroundpreferred.A strong emphasis on project management is highly desirable
