About the Role

We have an exciting opportunity for a Field Specialist, HSE – Philippines – International Infrastructure. This role will be based in San Pascual, Batangas Terminal.

Responsibilities include, but are not limited to, the following:

Maintain HSE Support, including Contractor Operational Excellence (OE) Management, Incident Investigation & Reporting (II&R), Risk Management (RM), Emergency Management(EM), Control of Work (COW) and Human & Organizational Performance (HOP)

  • Implement the OE Management System and ensure activities are completed in compliance with internal and external expectations.

  • Support and coach business leaders, including (Operations Managers, Operations Supervisor, Logistics Principal/Team Lead, etc., in implementing the OE management system.

  • Monitor and deliver HSE performance metric data and annual HSE OE Calendar activities including field HSE communication materials.

  • Support and coach line leadership conduct incident investigations as required.

  • Maintain oversight and support for field-based activities, providing HSE support and guidance as required.

  • Support the Asset Maintenance Teams assess and manage the HSE aspects of their projects and routine maintenance activities.

  • Support the implementation of the Chevron Contractor OE Management (COEM) system, Workforce Safety and Health initiatives such as Control of Work and Work Planning, MOC, II&R, Risk Management, Emergency Management, Occupational Hygiene, HOP fundamentals and HOP tools (such as Learning Team Event, Safeguard Learning Tool (SLT), Post Job Debrief and Review).

  • Monitor compliance with requirements from OEHSE processes (COEM, COW, MOC, II&R) or focus areas, including other processes, such as Risk Management, Emergency Management (EM), Occupational Hygiene and Motor Vehicle Safety (MVS).

  • Be a SME (Subject Matter Expert) and OE (Operational Excellence) advisor for COW (Control Of Work) process and COW technical standards.

  • Keep abreast of the regulatory requirements applicable to operations

  • Steward the COW (including the electronic COW tool [e-COW]) and Field Engagement Assurance (FEA) processes.

  • Steward the Job Safety & Risk Assessment process and assure their quality.

  • Steward HOP and SLT stewardship programs at supervisory and field level

  • Lead and facilitate Safety Committee meetings and Plant Safety inspection programs.

  • Engage workgroups working in the field in COW V&V (Verification & Validation) coaching.

  • Build COW, II&R & HOP fluency and competency in the organization.

  • Implement a safeguards assurance program and participate in assurance activities during high consequence jobs.

  • Collaborate with Management or Leadership Team to develop and implement OE business plans aimed at ensuring compliance with local laws, regulations, and corporate policies.

  • Conduct trainings on OE processes and on new or updated guidelines and procedures to stakeholders

  • Provide HES supports for any major maintenance and construction projects at the responsible facilities.

Process Safety and Risk Management:

  • Lead safety case engagements with Major Hazards Department

  • Coordinates and participates in Process Hazard Analysis (PHA), Layer of Protection Analysis (LOPA), and Hazard and Operability Study (HAZOP)

  • Manage and execute Cluster/Facility Level Risk Reduction Plans

  • Facilitate MOC process deployment and participate in functional reviews as needed.

Environment Stewardship

  • Day to day environmental management and execution

  • Facility environmental reporting, if any, within the defined time frame.

Security:

  • Support Baseline Security Self-Assessment (BSSA) and Security Risk Assessment (SRA)   

Coaching, Training and Inductions

  • Provide OE HSE trainings as per applicable HSE requirements.

  • Support induction requirements of new employees and contractors.

Maintain emergency response readiness and dangerous good compliance.

  • Prepare facility emergency preparedness/response plans and provide training to facility managers to keep emergency plan updated.

  • Steward emergency exercises/drill as part of facility emergency readiness/preparedness

Regulatory Compliance

  • Experienced in regulatory advocacy, interacting with regulators and authorities using technical expertise in the oil and gas industry.

  • Monitor and drive completion of any regularity compliance activities and closure of action items or recommendations.

  • Track and update Enterprise’s compliance platform (e.g. Sphera Essential) as and when regulatory change occurs and assigns relevant task owners.

  • Provide guidance to field organization concerning compliance with HSE legislation, codes, regulations, standards, and company policies.

  • Engage regulators and authorities to ensure compliance with operating permits and applicable licenses.

Other duties

  • Execute tactical actions from Enterprise, or Specialty Operations, or Infrastructure team for Common Risks Areas such as Occupational Hygiene (OH) monitoring, Repetitive Stress Injury Prevention (RSIP), Motor Vehicle Safety (MVS), Fitness for Duty (FFD), Early Injury Management (EIM).

  • A SME and OE advisor for II&R (Incident Investigation & Reporting) process.

  • Classifies incidents and provide guidance on notification protocol to the leaders.

  • Manage the Incident Investigation Register and II&R digital tool.

  • Follow up closely with stakeholders in the timely closure of II&R action items.

  • Participate actively and contribute to requested or required activities.

  • Perform corporate required reporting.

  • Track action items from MOC, Incident Investigation & Reporting (II&R), Audits, and other issues to closure

About You

Knowledge, Skills, and Experience:

  • Bachelor's degree in HSE (Health, Safety & Environmental), Engineering, Science, or a related discipline.

  • Minimum 5 years of experience in HSE or engineering or operations or related discipline in a chemical plant or refinery or with other major oil & gas downstream companies.

  • Strong planning, facilitation and communications skills.

  • Able to work independently and a team player.

  • Knowledge of the Philippines’s regulation in relation to Health, Environment, and Safety is critical.

  • Familiar with Chevron OEMS (Operation Excellence Management System) and Human and Organizational Performance (HOP), and knowledge around Process Safety and critical safety systems would be a plus.

  • Ability to engage regulators/authorities and industry group members.

  • Ability to provide on call / emergency business support activities outside normal business hours.

  • Demonstrate "We Lead" behaviors.
