The Estimator is responsible for leading Class 2 through Class 5 estimating processes for capital projects or portfolios of projects of varying complexity and size. This role delivers cost estimating and budgeting, risk consulting, contractor bid validation, and maintenance and updating of cost/estimating databases — all in alignment with the Chevron Project Management System (CPMS) standards and requirements.

Responsibilities for this position may include but are not limited to:

  • Lead the development of Project Cost Estimates and Basis of Estimate (BoE) in alignment with CPMS standards, including WBS, OBS, Project Schedules, Resource and Staffing Plans, and integration with funding request documentation.

  • Lead the development and maintenance of Estimate Plans for various early phases of the project, ensuring alignment with CPMS standards and requirements.

  • Collaborate cross-functionally with opportunity shaping, project execution, engineering, procurement, and project management teams to verify and refine estimated costs for materials, labor, and indirect expenses.

  • Develop cost estimates and identify variances; review and validate contractor estimates and engineering studies, challenging productivity and resource estimates as needed and identifying impacts on cost and schedule.

  • Perform cost estimate coordination and oversight of contractor cost estimates, ensuring they are consistent, comprehensive, and accurate.

  • Integrate contingency planning, escalation factors, and risk analysis into cost estimates. Evaluate contingency to establish appropriate drawdown strategies based on proper risk analysis.

  • Participate in cost and schedule risk assessment engagements, ensuring contingency is properly determined and incorporated into cost estimates and budgets. Proactively support the development of cost models in advance of risk assessment engagements for consistency with CPMS standards.

  • Coordinate and support Cost Estimates Assurance Review engagements, ensuring deliverables are comprehensive, accurate, and aligned with Cost Engineering standards and project needs.

  • Provide accurate cost projections and alternative scenario analyses to support strategic decision-making.

  • Participate in developing Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) as the basis for project budgeting, cost control, and forecasting.

  • Ensure Project Cost Estimates and BoE are revised with proper revision control, based upon updated cost assumptions and any cost estimate changes.

  • Develop and implement procedures that tie estimates and budgets to appropriate project team members.

  • Proactively support generation of quality cost estimating and budgeting reports and required documents for project Funding Appropriation and Business Planning.

  • Support Project Management of Change (MOC) processes and procedures.

  • Mentor and train team members on best practices in cost estimating and software tools.

Required Qualifications:

  • Education: Bachelor's Degree is required, Engineering, Business, Construction Management, or Construction Science degrees are preferred.

  • Quantified Experience: 10 years of experience in Cost Estimating or Cost Engineering.
