The Substance Prevention Coordinator is responsible for supporting the strategic implementation, oversight, and continuous improvement of Chevron’s drug and alcohol policies and procedures across the Americas. This role requires advanced subject matter expertise in substance abuse prevention and regulatory compliance, particularly within large, complex, and multinational corporate environments.
This position plays a critical role in ensuring Chevron’s compliance with federal and corporate requirements, including Department of Transportation (DOT) regulations governed by agencies such as the Federal Aviation Administration (FAA), United States Coast Guard (USCG), Federal Motor Carrier Safety Administration (FMCSA), and the Pipeline and Hazardous Materials Safety Administration (PHMSA). The Coordinator manages the full lifecycle of safety-sensitive, non-safety-sensitive, and rehabilitation testing programs across diverse operational settings.
The Substance Prevention Coordinator works closely with Chevron’s team of internal Employee Assistance Program, Health and Medical, and Disability Management advisors, Human Resources, Labor Relations, and Legal in the management and coordination of drug and alcohol cases.
Responsibilities for this position may include but are not limited to:
Acts as a Designated Employer Representative (DER).
Oversees EAP RTW and Follow-up testing program and coordinates bi-weekly meetings with EAP advisors on status updates.
Coordinates and supports implementation and all aspects of Chevron’s Drug and Alcohol Policies and Procedures Enterprise wide.
Reviews and evaluates operating company’s drug and alcohol programs for effectiveness; identifies root causes for problems/issues, identifies gaps and makes recommendations for improvements.
Works closely and often in tandem with Global Substance Prevention Manager, Employee Assistance Advisors, HR, Health and Medical staff, and Legal Department related to drug and alcohol policy violation issues and fitness for duty cases.
Provides operating company management with resources and tools to determine employee safety sensitive status and Department of Transportation (DOT) safety sensitive covered functions.
Consults with management and HRBP on addressing employees with drug and/or alcohol policy violations.
Maintains high profile recognition among leadership teams and cross functional stakeholders as the SME for Chevron’s Drug and Alcohol Policies and Procedures.
Maintains appropriate documentation and data on organizational statistics.
Provides supervisor training and employee awareness education on Drug and alcohol policies; recognizing signs and symptoms; random selection and testing; current trends in drug abuse and alcohol misuse and Department of Transportation (DOT) requirements.
Advises employees and supervisors on issues and questions related to the application of Policy 263, 264, HR 330 & HR 335.
Oversees US random drug and alcohol performance, coordinates sweep testing events and addresses non-compliance with random testing requirements.
Supports HRSS with pre-employment drug and alcohol related questions and ensures candidates are assigned appropriate DARE codes.
Provides after-hours support on reasonable suspicion and post-accident cases.
Assists with gathering data needed for annual DOT MIS reporting.
Works closely with Chevron’s U.S. Drug and Alcohol vendor administrator. This role includes:
Prepares quarterly active employee list from Workday for random import
Reviews quarterly drop report from DISA and determine appropriate employee status
Regularly audits random pools to ensure employees are included under correct random barrels
Audits candidate profiles to ensure all pre-employment policy acknowledgements and PECs are marked complete
Regularly check in with Chevron owned collection sites to ensure compliance with applicable DOT regulations
Performs periodic audits of Chevron owned and 3rd party collection sites
Performs urine, oral fluid, hair, and breath alcohol collections when needed.
Participate in enterprise-wide events promoting substance prevention initiatives e.g., health fairs, community engagement events, seminars, education, and visibility tables.
Oversees the Substance Prevention Team’s technology infrastructure, serving as both the systems lead and strategic liaison with external vendors to drive enhancements, integrations, and the development of custom workflows. Key platforms and tools managed include Power BI dashboards, SharePoint sites, Microsoft Outlook group inboxes, Workday, and Microsoft Forms.
Required Qualifications:
Bachelor’s degree from an accredited university is required for this position.
Has at least 5 years of experience working in a corporate environment.
Has at least 5 years of experience managing or supporting drug and alcohol programs including DOT.
C-DER certification.
DOT Supervisor Reasonable Suspicion trained.
Certified Professional Collector and Breath Alcohol Technician certifications.
Strong interpersonal skills.
Effective communication skills, both verbal and written.
Demonstrated technological proficiency, including use of the Microsoft suite of products (Outlook, Word, Excel, PowerPoint, Power BI, SharePoint).
Preferred qualifications:
Has at least 10 years of experience managing or supporting drug and alcohol programs including DOT.
C-SAPA or C-DAPA certifications.
Train the Trainer certifications for both DOT urine collection and Breath Alcohol Technician.
In depth knowledge of 49 CFR Part 40 - Procedures for Transportation Workplace Drug and Alcohol Testing Programs including additional procedures under FMCSA, FAA, PHMSA, and USCG.
Experience with drug and alcohol programs for international vessels subject to Ship Inspection Report (SIRE) Program.
Experience supporting follow-up drug testing programs.
Experience working with unions and represented employees.
Demonstrated ability to work in a diverse, multi-cultural environment.
Demonstrated ability to work collaboratively with other functions, departments and business units.
Experience conducting drug and alcohol awareness and prevention training is preferred, globally and domestically.
