Overview:

The Lead Coordinator, HSE – Process Safety provides technical consultation and program execution support to help ensure safe, reliable operations. This role collaborates with Operations, Engineering, Maintenance, and HSE leaders to meet process safety regulatory requirements, manage risk, verify critical safeguards are in place and functioning, and monitor process safety performance. The position leads or coordinates cross functional work across key Process Safety Management (PSM) elements including Management of Change (MOC), Process Safety Information (PSI), facility siting, PHA/LOPA, safeguard assurance, inspection, integrity and reliability activities, and technical codes and standards—while championing an operational excellence culture and Process Safety, Reliability & Integrity (PSR&I).

This position supports key internal customers and may lead projects of medium scope and complexity with limited supervision. The successful candidate brings detailed knowledge across multiple process safety disciplines and a track record of influencing stakeholders to drive risk reduction and compliance.

Responsibilities for this position may include but are not limited to:

  • Serve as the process safety focal point for assigned assets, providing day-to-day consultation to Operations, Engineering, Maintenance, and Project teams.
  • Provide technical expertise and process safety coordination support for the application of PSM requirements within assigned assets. Track metrics and compliance status, identify gaps, facilitate risk reviews, and drive timely completion of PSM lifecycle tasks.
  • Ensure PHA and other risk assessment recommendations are captured, prioritized, and closed with appropriate technical rigor.
  • Supports coordination of Management of Change (MOC) to ensure technical reviews, risk assessments, approvals, and pre startup safety reviews (PSSR) are completed before startup/return to service.
  • Supports Process Safety Information (PSI) quality (e.g., design basis, relief system documentation, safety critical equipment data) and support technical codes and standards application.
  • Champion safeguard assurance by verifying performance standards, testing/inspection execution, barrier health reporting, and effective remediation of degraded or failed safeguards.
  • Support inspection, integrity, and reliability (II&R) programs by integrating process safety risk into scope development, deferral management, and risk-based decision making.
  • Analyze leading/lagging process safety metrics, develop action plans, and communicate performance insights to leaders and stakeholders.
  • Develop and deliver process safety training and coaching (e.g., PSM element expectations, MOC/PSSR, hazard recognition, risk management) to strengthen site capability.
  • Plan and support PSM compliance audits and self-assessments; track corrective actions and support regulatory inspections and information requests as needed.

Required Qualifications:

  • Bachelor’s degree in Chemical Engineering, Mechanical Engineering, or related engineering discipline.
  • 7+ years of experience in process safety, process engineering, or technical safety within oil & gas, refining, petrochemicals, chemicals, LNG, or midstream/pipeline operations.
  • Experience supporting both operating facilities and capital projects, including participation in design reviews, PSSR, and startup/commissioning readiness activities.
  • Hands-on experience executing one or more PSM elements (e.g., MOC, PHA/HAZOP, LOPA, mechanical integrity, operating procedures, compliance auditing) within an operating facility.
  • Skilled in using process safety performance metrics (leading and lagging) to identify trends, prioritize risk reduction, and manage action plans to closure.
  • Proven ability to facilitate and coordinate cross functional teams, influence without authority, and communicate technical risk to diverse audiences.
  • Working knowledge of relevant process safety regulations and industry standards (e.g., OSHA PSM 29 CFR 1910.119, EPA RMP, API/ASME codes, IEC/ISA functional safety concepts) and the ability to apply them in practical settings.

Preferred Qualifications:

  • Professional Engineer (PE) license and/or certification such as CCPSC (Certified Process Safety Professional) or equivalent.
  • 10+ years of progressive experience delivering process safety improvements, risk assessments, and/or PSM program leadership.
  • Experience serving as PSM/Process Safety focal point for midstream, pipeline, terminals, or infrastructure assets (or similar high hazard operations).
  • Experience with process safety information systems and tools (e.g., risk registers, action tracking, MOC systems) and strong data/analytics skills to improve PSM performance reporting.
