Develop and implement Control of Work (e.g. Work Authority, Confined space entry, Electricity Work, LOTO, Work at Height) for plant to meet corporate and local regulatory requirements and engage with Ops and Maint. Team to follow
Responsible for monitoring plant HES performance, updating safety scorecards, maintaining Assurance activities (e.g.: CoW Safeguard Assurance, V&V coaching program, CoW verification) and issuing reports in timely manner.
Provide guidance to plant functions in implementing safe work procedures and best practices.
Communicate routine elements of safety and health initiatives to workgroups by utilizing resources such as toolbox meetings, hazard communication sessions and vary group meetings.
Provide guidance to workgroups on conducting Hazardous Assessment.
Manage COEM activities such as contractor pre-qualification, field visits, interim reviews, performance assessments.
Develop programs and coordinate IH monitoring of employees and facility noise mapping, work with third parties to perform annual OH monitoring and communicate with regional doctors & plant staff.
Facilitate Incident Investigations & Reporting
Conduct risk screening assessment for MOCs.
Responsible for Emergency Management, keep the ERP update to date and conduct drills
Responsible for ISO 45001 Certification
Responsible for PPEs & HES tools selection and purchase.
Maintain HES training matrix, develop training courses and delivery HES training for employees, contractors and visitors.
Lead and coordinate contractor safety committee meeting and other safety meetings.
Lead and support on OE/ HSE initiatives to improve mindset and safety culture, e.g. OE focus week, Safety Day, Hazard Hunt program
Coordination/ Interface with Process Safety Management (PSM)
Leading liaison with Government and regulatory agencies in safety; health; environment; emergency response and security, host the governmental site inspections.
Participate in PG (Project Galvanize) PSSRs, ORRs, Commissioning and Start-Up activities, and responsible for developing processes and procedures
Any other tasks as assigned by supervisor
Job Requirement:
- Bachelor's Degree or above in Chemical engineering
- CSP (Certified Safety Professional) is required and CIH (Certified Industrial Hygienist) is preferred
- 10+ years’ working experience in HSE, with a minimum of 3 years’ relevant experience in refinery, petrochemical or chemical industry. Hazardous Chemical manufacturing work experience is preferred.
- Well versed in managing Control of Work
- Familiar with Chinese HSE regulations and requirements.
- Possess good interpersonal skills; and able to work well with others in achieving team goals.
- Good business reporting and communication skill in both oral & written English.
- Experience in ISO9001/14001/ 45001/ 50001 is preferred.
- Project experience is preferred.
