Chevron (Cambodia) Limited is a Global Energy Company most admired for its people, partnership, and performance. The company, operating in Cambodia under Caltex, StarMart and Coffee Plus brands, is looking for a qualified Cambodian national to fill a position of “HR Specialist & Office Services”. This position will be based in Head Office, Phnom Penh.

JOB RESPONSIBILITIES:

  • Human Resources
  • Assist HR department to manage employee grievances and efficiency resolving work conflict.
  • Attend in interview/investigation and minute taken on employee grievances.
  • Represents management in all negotiating with employee representatives/internal – external union.
  • Addressing employee-raised issues and concerns; assist HR department advise/provide consultation to department managers.
  • Assist HR Director in designing, reviewing HR policies and procedures.
  • Be familiar with the local employment and labor laws and able to provide accurate advice to stakeholders when required.
  • Interprets the terms of the labor law, government guidelines and trends in the industry and develops/recommends appropriate courses of action to achieve a harmonious labor/management relationship.
  • To ensure the local employee relations guidelines and procedures are kept updated and to communicate the as and when necessary.
  • Ensure Enterprise Requirements are compliance to labor law. E.g., proceeding employment workbook, staff declaration IN/OUT, overtime request submission, staff representative election and registration for entire of CCL include Caltex Station (COCO) Staffs, and ensure manage to register the government online systems, LACMS etc.).
  • Assist HR department in advice/provide consultation on NSSF work-related, healthcare, pension fund and NSSF support on the claim when require.
  • Ensure to review and advise all sick leave as complying to sick leave policy and fitness for duty guideline.
  • Manages the recruitment (COCO Staffs) and functioning to ensure that recruitment plan is in place, and staffing strategy is met in terms of competency of candidates and alignment with our Chevron Way.
  • To be the main contact person in all selection activities and provide the necessary advice and guidance to Hiring Managers per Corporate guidelines for Caltex Station (COCO) Staffs.
  • To arrange for internal and external job postings (COCO staff) as per requirements.
  • Manage employee and COCO Staff’s annual leave recording/collect annual leave form etc.
  • To partner with recruitment providers and agencies in providing the required services in alignment with procurement procedures.
  • To manage the recruitment providers and agencies and to ensure all service level agreements are adhered to.
  • Ensure to arrange expat employees and families on work quota, visa extension, and work permit in a timely manner.

  • Office Services
  • Back up Receptionist & OS Support and coordinates with suppliers in travel arrangement such as ticket booking, accommodation reservation, and office supplies/equipment’s purchase and maintenance if any.
  • Manage/maintains record of company assets and properties such as company lease/rental vehicles, mobile phones and including CCL head office furniture etc.
  • Manage 3rd party contractor (office drivers and cleaners), working closely with recruitment agencies.
  • Process invoices, medical, office lease, utilities and telephone bills and other expenses when required etc.
  • Manage to update/recording/tracking for employee’s medical benefit expenses.
  • Manages /maintain and review other supplier contracts, such as hospital and clinic etc.
  • Register Smartbadge for new hire (employee/Contractor) and visitor badge if any for office assessment.
  • Create vender code number for COCO staffs and vendors if any.
  • Administers documentation and filing system in comply with company’s policy.
  • Manage overall internal and external delivery services, including incoming and outgoing mail.
  • Record employees’ attendances of any training/meeting if any.
  • Arrange meeting rooms as and when required.
  • Provides support to other business units if needed.
  • Other Supports
  • To assist HR department in the deployment of Corporate HR initiatives as per Business Plan.
  • To conduct exit interviews for separated employees and to provide on time report on attrition.
  • To provide on time reports on recruitment and IR as agreed upon.
  • To assist HR department in any ad-hoc projects or assignments as required.
  • Draft letter and translating English/Khmer/English when and as required.

JOB REQUIREMENT:

  • Bachelor’s degree in management/law or any relevant area to Human Resources.
  • Background in systematic and compliance standard awareness is a plus.
  • At least 3-5 working experiences in area of Human Resources.
  • Fluency in English, both writing and communication.
  • Strong commitment and independence in leadership and managerial skills.
  • Good communication and negotiation Skills.
  • Be detail-oriented, self-motivated and team building capabilities.
  • HR compliance’s MoLVT online system (LACMS, FWCMS…)
  • Computer literacy Ms. Office, Word, Excel, PowerPoint, and Internet/Email etc.
