Chevron Venezuela is accepting online applications for the position of Engineering & Construction (E&C) Manager

The Upgrader Engineering & Construction (E&C) Manager is accountable for the safe, reliable, and cost effective development and execution of downstream capital projects at the PetroPiar Upgrader, a joint venture between PDVSA and Chevron located at the Jose Industrial Complex in Venezuela.
This role leads the upgrader capital projects portfolio, primarily covering CPDEP Phases 3 (FEED) and 4 (Execution), with an annual capital portfolio typically ranging from $15–30 MM and individual projects valued between $1–20 MM. The position provides leadership to an integrated organization of company engineers and construction professionals and a large managed contractor workforce.
Operating within a JV environment, the role integrates Chevron Capital Stewardship, CPDEP, and Operational Excellence (OE) expectations with PDVSA capital project practices to deliver safe, compliant, and high value outcomes that support reliable upgrader operations.

Key Responsibilities

• Capital Project Leadership

  • Lead development and execution of upgrader downstream surface facilities capital projects in compliance with CPDEP, engineering standards, and regulatory requirements.

  • Own portfolio prioritization, scope definition, execution strategy, and performance outcomes.

• Capital Stewardship & Governance

  • Ensure strong capital stewardship through disciplined phase‑gated project development, risk management, cost control, and schedule performance.

  • Serve as the focal point for downstream E&C governance and assurance within the upgrader organization.

• Health, Environment & Safety (HES)

  • Demonstrate visible HES leadership and ensure all E&C activities are executed in accordance with Chevron and PDVSA HES management systems.

  • Promote an incident‑free culture across company and contractor organizations.

• Project Execution & Delivery

  • Lead development and integration of Project Execution Plans (PEPs) for the upgrader portfolio.

  • Ensure facilities designs meet reliability, integrity, operability, and lifecycle performance requirements.

• Contracting & Procurement

  • Develop and execute the Annual Contracting & Procurement Plan (ACPP) aligned with the PetroPiar Business Plan.

  • Manage contractors and engineering service providers to meet performance, cost, and schedule commitments.

• Operational Excellence & Continuous Improvement

  • Promote OE behaviors, continuous improvement, and performance feedback processes within the E&C organization.

  • Ensure CPDEP processes are appropriately scaled for small and mid‑size capital projects.

• People Development

  • Build organizational capability through coaching, mentoring, and development of Venezuelan professionals for critical E&C technical and leadership roles.

  • Support succession planning and long‑term talent sustainability.
